1283 Top End Health Service

Description

The Top End Health Service officially began on 1 July 2014 comprising of the Royal Darwin Hospital, Katherine Hospital, Gove District Hospital, and Top End Health Service Mental Health. The Central Australia Health Service was established at the same time consisting of Alice Springs Hospital, Tennant Creek Hospital, and Central Australia Health Service Mental Health.

The Department of Health and the Top End and Central Australia Health Services together formed the NT Public Health System and were bound together by Service Delivery Agreements.
The overall development, management and performance of the NT Public Health System became the responsibility of the System Manager (Chief Executive, Department of Health) including: Territory-wide planning; managing capital works; monitoring and managing the performance of each Service and the Public Health System as a whole; and, issuing binding Health Service Directives to Services.
Each Health Service was led by a Chief Operating Officer who was appointed by the System Manager with the agreement of the Governing Council for the Service. The principal function of the Chief Operating Officer was the administration of the day-to-day operations of the Health Service.
Each Health Service had a Health Service Governing Council that was responsible for governing their respective health services and was accountable to the System Manager for the Service's performance. The Health Services were funded by the Department of Health and became the principal providers of health services in the Territory. A Governing Council consisted of at least 5 members and not more than 9 members, appointed by the Minister by Gazette notice.
Although governed independently of each other, and operating independently from the Department, each Service has a responsibility to cooperate with the other Service and the Department to ensure that public health services across the Territory are provided in an integrated way.
Each Health Service Governing Council was responsible for the control of the performance of the Service in providing health services; and, the financial management of the Service.
The performance of each Health Service was monitored in accordance with the service delivery agreement for the Service, and Health Service Directives issued to the Service. Reports on performance were made to the System Manager (Chief Executive, Department of Health).
The Chief Operating Officer was also responsible for the implementation of the service delivery agreement with the Department of Health including: developing financial and management plans for the Service and implementing those plans after they have been approved by the Board; monitoring the financial and administrative performance of the Service; participating in the governance of the Public Health System; directing the employees employed in the Service; assigning duties to be performed by each employee in the Service; implementing employee performance management and development systems for the Service; assisting employees in the Service to undertake relevant training, education and development programs; implementing record keeping and information management systems for the Service; implementing programs to ensure that employees in the Service have equal employment opportunities; and, ensuring the application in the Service of appropriate occupational health and safety standards and programs.
The Top End Health Service was amalgamated with the Central Australia Health Service and the Department of Health to form NT Health in 2021.

Creation

The Health Services Act, assented to on 8 May 2014, established the Top End Health Service to begin on 1 July 2014.
