The first meeting of the Council was held in Katherine on 27 October 1963. The proposal for the formation of a Council had been initiated by Mr P McCracken of the Cattlemens Association of North Australia, who pointed out that a body representing the producers in the Northern Territory would have the capacity to put proposals forward and advocate on their behalf to the federal government in Canberra.
Mr William Edward Leembruggen de Vos accepted the appointments as Secretary of both the Northern Territory Pastoral Lessees Association and the Council on a full-time basis from 1 May 1966.
By 1979 the formation of the National Farmers Federation and the Cattle Council of Australia highlighted a need to review the organisation of cattlemen in the Northern Territory and the structure of the Council.
At its April 1979 meeting the Council received the resignation of the Centralian Pastoralists' Association and admitted to membership the Centralian Cattlemen's Association formed in March 1979. In October 1979 the Council adopted a new constitution and became the Northern Territory Cattle Council.
