Function / Content

This series consists of correspondence files created for the management of land applications in the Northern Territory. Each file includes the application which was accepted in whatever format, resultant correspondence concerning the purpose required for the land and outcome of the application. In the period of time covered by these records, the Crown Lands Ordinance defined Crown land as all land owned by the Territory including the seabed, but excluding reserved or dedicated lands such as those within gazetted Aboriginal Reserves. The Ordinance conferred powers onto the Administrator in respect of all other uses of the land. Applications for parcels of land within Aboriginal Reserves were referred for input to the Director of Social Welfare and a request was made for Aboriginal representative partiicipants to be appointed to the Land Board for all deliberations. Two major legislative changes and one natural disaster affected land titles acquisitions occured during the period of these records: In December 1972 following the Federal election, the new Commonwealth Labor Government appointed Mr Justice Woodward to recommend how land rights could best be granted to Aboriginal people in the Northern Territory resulting in all applications concerning land within gazetted Aboriginal Reserves being halted or suspended pending Justice Woodward's recommendations; and the Lands Acquisition Amendment Act 1978 (Cth) amended the Lands Acquisitions Act 1955 for purposes related to the self government of the Northern Territory resulting in many compulsory acquisitions. The evacuation of Darwin following the distruction of Cyclone Tracy on the night of December 24 1974 caused a third major disruption to the active applications at that time, since they were suspended or finally abandoned when applicants did not return.
